In 2011, the Chinese government set three goals to achieve water security:
1. Controlling the overuse of water resources, development and utilisation
2. Improving efficiency of water use
3. Controlling pollutants discharged into water function zones.
Significant changes will need to take place to meet these goals, but support of the Chinese government and proof they are trying to take action against pollution of water sources is a major way to ensure the Yellow River quality does improve. Also, World Resources Institute partnered with Tsinghua University and ADM Capital Foundation developed a tool named the Pollutant Reduction Opportunities Analysis (PROA), designed to help chinese decision-makers select the most cost-efficient ways for reducing toxic discharges into waterways.
To discuss what management actions could be taken, we would have to find an environmentally friendly way to try prevent the river from flooding and endangering lives. Another easy way to take action, is to prevent anyone dumping wastewater or littering in the river, making the environment much cleaner, but at a slower rate. Sadly, action against pollution of the Yellow River has proven difficult, because removing dams or discontinuing construction of flood mitigation systems, endangers lives, as the river is consequentially made more vulnerable to flooding. To conclude, it is clear the Yellow River has not been sufficiently managed in comparison to the Seine Rive. Although there is proof of action against pollution, the main focus is reducing flooding and disaster, through building dams and containment requirements. These structures are polluting the environment, and shows we are more focussed on the safety of citizens.
